Antonio Lomba

 

Bio

Antonio LombaChief of the Institutional Strengthening Unit of the Executive Secretariat of the Inter-American Drug Abuse Control Commission (CICAD), Secretariat for Multidimensional Security of the Organization of the American States (OAS).

Mr. Lomba has 28 years of international experience working with different institutions in the areas of public policy, judicial reform, alternatives to incarceration, institutional development, implementation of national drug strategies, higher education, and capacity-building programs. He also has hands-on experience designing, executing, and evaluating international projects, authoring professional publications, and working as a training provider.

Additionally, Mr. Lomba has extensive experience collaborating with international organizations such as the European Commission, the Inter-American Development Bank, and the World Bank. In this context, he has traveled and worked across Latin America and the Caribbean, EU member states, non-EU Eastern European nations, Uganda, and the Democratic Republic of Congo.

Prior to joining CICAD, Mr. Lomba served as Executive Director for International Development for the Spanish National Distance University (UNED), and as Director for International Affairs at the University of Murcia, Spain.

In 2017, Mr. Lomba was awarded the Spanish Officer's Cross of the Order of Isabel the Catholic. In 2021, he was awarded the Silver Medal of the Order of Merit of the National Drug Plan of the Spanish Ministry of Health.

Mr. Lomba holds a Master in Public Policy and Democracy, and a Master in Business Administration (M.B.A.). He is also currently a Ph.D. Candidate in Criminology at Gent University, Belgium.
