OBJECTIVES OF THE PROGRAMME

The vision of the Division of Health Promotion, Disease Prevention and Care (PPC) is to advance health for all by anticipating change and integrating promotion, prevention and care across all health and disease areas to address today's greatest health burdens and tomorrow's challenges. Within PPC Division, the Department of Noncommunicable Diseases and Mental Health aims to promote health and well-being, prevent ill health and enhance care for people at risk of and living with NCD and MH conditions through global leadership, technical expertise along the continuum of care, access to evidence and health services, synthesis and translation, policy optimization, monitoring, advocacy, and multisectoral engagement including people with lived experience. Additionally, the department collaborates with the United Nations Interagency Task Force on the Prevention and Control of NCDs (UNIATF) to enhance global and national efforts in addressing these health issues.
 

DESCRIPTION OF DUTIES

Generic duties

  • Lead the articulation of a clear departmental vision in coherence with organizational strategy and ensure its operationalization through robust departmental performance management practices that drive measurable results and enhance overall organizational effectiveness. 

  • Lead the Department in providing scientific, technical and policy expertise to Member States and other stakeholders with guidance and technical data required for the development, implementation, and monitoring of national and/or global policies and programmes. 

  • Provide the overall leadership, management accountability, and direction of the Department in delivering its objectives through managing and galvanizing a diverse workforce and financial resources to optimize the department's deliverables and mandate. 

  • Work with and facilitates collaboration across Departments and Divisions within HQ and with Regional Offices and Country Offices. 

  • Provide senior level technical advice and expertise to Executive Management and DG as appropriate in the assigned responsibilities to position the Department and Organization as a leader in the respective area.

  • Provide strategic leadership to foster, encourage and facilitate cross-departmental, cross-divisional / clusters and across three-level collaboration, aligning organizational priorities to maximize synergies and impact.

  • As appropriate integrate technological, digital and scientific advances into the work of the Department to ensure timely availability of information to Member States and ensure greater equity.

  • Anticipate scientific and technological advances by working with the Member States, colleagues in WHO and the scientific community to prepare for the changing pattern of global health and ensure equitable and timely access to innovative public health and clinical interventions.

  • Direct and lead overall establishment and development of the Department's evidence- based policies, strategies and WHO guidelines for roll-out and delivery for Regional and Country Office implementation.

  • Oversee the monitoring, evaluation, and reporting of the Department's area of work to develop key performance indicators and global reporting requirements and mechanisms to ensure optimal performance of the Department's deliverables.

  • Serve as the scientific, technical and policy reference among UN Agencies and other key players in the respective areas.

  • Build strong partnerships and fosters consensus building with External Partners, Member States, UN Agencies, Donors, cutting edge research institutions and other stakeholders in the subject area to politically position the technical area of work and implementation into national and global policies.

  • Promote the integration of Regional and Country Office perspectives and operational capacities into the Department's programme area of work.

  • Strengthen institutional coherence by integrating efforts across HQ, regional, and country levels. Champion collective action through coordinated resource mobilization, knowledge sharing, and cross-functional initiatives.

  • Lead and coordinate resource mobilization efforts that are designed to strengthen WHO's presence and impact at regional and country levels, ensuring that newly secured resources are strategically aligned with field organization wide priorities, operational needs and budgets.

  • Perform all other related duties as assigned.

  • Oversee global surveillance and monitoring of NCDs and mental health to support data-driven policy and planning.

  • Develop and support the implementation of WHO guidelines, norms, and standards on NCDs and mental health.

  • Strengthen country capacities to apply evidence-based policies and integrate NCD and mental health services into health systems.

  • Guide the development and monitoring of national action plans focused on prevention, early detection, treatment, and integrated care.

  • Collaborate across WHO departments and with partners to integrate public health and clinical interventions. 

  • Anticipate global trends in NCDs and mental health to ensure equitable access to services and interventions.

  • Streamline technical products to improve quality and reduce duplication.

  • Drive research, innovation, and resource mobilization aligned with WHO's core mandates.

  • Represent WHO in global forums to reinforce leadership in NCD and mental health response.

The Prevention and Methodology Training (PAMT) program at The Pennsylvania State University seeks qualified Postdoctoral Fellows focused on substance use and addiction. PAMT is an interdisciplinary program at the Edna Bennett Pierce Prevention Research Center (www.prevention.psu.edu) in the College of Health and Human Development. Funded by the National Institute on Drug Abuse through a T32 award, PAMT (www.pamt.psu.edu) cross-trains postdoctoral researchers as prevention scientists and methodologists. Prevention scientists are trained to apply cutting-edge methods to emerging critical research needs in the prevention of substance use and addiction. This program presents a unique opportunity for postdoctoral researchers who wish to establish a research career focused on substance use to receive training from some of the top prevention scientists and methodologists in the country. Each Postdoc will have two mentors, one in prevention and one in methodology; well-established senior scientists are available as mentors. Postdocs will be immediately involved in ongoing projects on substance use with opportunities to publish; they are encouraged to develop their own lines of research, with mentoring on how to do so and protected time to make progress. Postdocs will be encouraged to write a grant proposal with training and mentoring provided. A variety of other professional development activities will be available to Postdocs. The Pennsylvania State University is the location of many exciting research projects in both prevention and methodology; the Prevention Research Center is an interdisciplinary environment with substantial funding from the National Institutes of Health.

Eligible applicants will have completed all requirements for the Ph.D. at the time of appointment; applicants may have earned degrees from any department, but degrees in human development, psychology, epidemiology, health behavior, biobehavioral health, sociology, criminology, quantitative psychology, or biostatistics will be particularly good fits. You will provide analysis and visualisation of data from the National Drug Treatment Monitoring System (NDTMS) to key stakeholders: Office for Health Improvement and Disparities (OHID), Local Authorities and Substance Misuse Service Providers.

You will join a small team that, in coordination with web development staff, will produce NDTMS outputs as detailed below. It should be noted that the level of complexity involved in these analyses requires appropriate methods to handle large, process-generated data files containing (long format) panel data to create verified results.

This post is based on site at The National Drug Evidence Centre (NDEC), which is part of the Epidemiology and Public Health Group. Home working is not an option. Our team carries out epidemiological, evaluative and policy-related research in the field of substance misuse. Our staff have long-established expertise in substance misuse research and the use of epidemiological indicators in evidence-based policy making.

Recent projects have included national substance misuse treatment surveillance, assessment of Payment by Results Models, provision of UK data to the European Treatment Demand Indicator project, and assessments of drug related mortality.

We are responsible for analysis of National Drug Treatment Monitoring System (NDTMS) data. This core data set, relating to individuals in contact with English drug and alcohol treatment services, is routinely collected by Regional Public Health Offices in England and passed to OHID, then to the University of Manchester for analysis and provision of results. This provides an ongoing data resource, updated monthly and annually. The data are used to measure the extent and effectiveness of substance misuse treatment provision within England and outputs are routinely supplied at National, Local Authority and service provider level. Tabular results are routinely uploaded to www.ndtms.net on a monthly basis (https://www.ndtms.net/default.aspx) and more detailed analyses are provided for annual reports (viewable at https://www.gov.uk/government/statistics?departments%5B%5D=public-health-england). In the current phase of the project, we are expanding the visualisation of data through the application of Power-BI technology. The current contract runs until 30 September 2029.

The National Centre for Suicide Prevention and Self-Harm Research (NCSR), led by Swansea University in collaboration with Cardiff University, the University of South Wales, and The Samaritans, will revolutionise suicide and self-harm prevention by translating cutting-edge research into real-world impact. With a cross-government and cross-sectoral focus, the Centre will drive innovative research, foster collaboration across disciplines, and build research capacity to develop evidence-based strategies for suicide and self-harm prevention.  This is an exciting opportunity to be part of a pioneering initiative that will transform research, strengthen partnerships, and enhance the evidence base for effective prevention.

Professor Lisa Henderson (Head of Psychology, University of York) and collaborators are looking to hire a Research Associate to lead on an exciting new research project, funded by the Huo Family Foundation. 

SmartSleep - Waking up to the Effects of Smartphones and Social Media

Adolescents are immersed in a smartphone-dominated digital world with instant access to social media. While this can offer opportunities for connection, mounting evidence points to sleep disruption, poor mental health, and declining cognition. Despite growing concern, policy action has stalled partly due to limited causal evidence. Existing randomised controlled trials (RCTs) face methodological challenges, and mechanistic understanding remains underdeveloped.

Our feasibility and pilot work—featured in Channel 4’s Swiped—suggests that a 21-day SM/smartphone detox can improve sleep, wellbeing, and cognition in teens. Our research also points to sleep as a critical mediator between problematic smartphone use and mental health. We have now received a large grant from the Huo Family Foundation to scale up this research programme to examine the behavioural and neurophysiological pathways linking smartphone/SM use to youth mental health and cognition, focusing on sleep as a key causal mechanism.

This project will comprise a multimethod 3-arm RCT (N=1500 11–14-year-olds) to compare a total 21-day smartphone/social media detox to pre-sleep restriction and typical use. Sleep will be measured via subjective report as well as via wearables and sleep EEG. Utilising physiological methods (e.g., heart rate, galvanic skin response), we will examine how sleep influences emotional reactivity to social media and moderates intervention response. In collaboration with the University of York’s Smart Data Donation Service, we will augment screen time/social media reports and engagement questionnaires with rich and ecologically valid social media insights.

Our hope is that this research will provide policymakers with mechanistic, causal evidence and inform translational strategies—such as collective digital detoxes or pre-bedtime interventions—to promote digital health among young people.

Role

This post will work alongside 2x Research Trainees and 1x Project Administrator. Beyond this, the project, led by Professor Henderson as PI comprises a large and multidisciplinary project team of developmental and cognitive psychologists, social psychologists, psychiatrists, neuroscientists, data analysts, educators and clinical trials experts, as well as health professionals from Health Professionals for Safe Screens UK and The Sleep Charity. As Research Associate on this project, you will be required to:

  • Conduct research under the supervision of senior colleagues and to contribute to the production of research.
  • Contribute directly to the dissemination and impact of this research.
  • Assist in the identification and development of potential areas of research and the development of proposals for independent or collaborative research projects.

The post is to start as soon as possible and no later than June 2026 and is a fixed term contract from January 2026 to December 2028, with the possibility of end date extension with a later start date.

Youth Wellness Hubs Ontario (YWHO, www.youthhubs.ca) is an Integrated Youth Services (IYS) initiative designed to address the service gaps in the youth mental health and substance use sectors in Ontario. YWHO supports local service providers to work together in a new way, providing young people in Ontario aged 12 to 25 with access to a full range of integrated services that support their individual needs, including mental health and substance use supports, primary care, education, employment, housing and other social services in one youth-friendly space.  

Outcomes are rigorously evaluated within and across hubs focusing on positive outcomes in areas of wellness important to youth and their families. This initiative engages youth, family/caregivers and other partners through a co-creation process, ensuring services are designed and delivered according to their needs. YWHO's IYS model is designed to improve experiences and outcomes for youth by:  

  • Increasing access to rapid, low-barrier services; 
  • Reducing transitions by providing care in one location; and
  • Providing tailored, high-quality programs co-developed with youth to meet their needs. 

YWHO is currently comprised of 32 local hubs (or YWHO Networks) that provide services to youth and families in over 40 communities, as well as a Provincial Office (PO) situated within the Centre for Addiction and Mental Health (CAMH) that provides support to all of these YWHO Networks across the following key areas: implementation, operations, data and evaluation, youth and family engagement, equity, knowledge mobilization, communications, and more. 

Position Description

The YWHO Provincial Office at CAMH is seeking a full-time, permanent Implementation Specialist, Indigenous Wellness Initiatives. The Implementation Specialist will report to the Manager of Equity and Engagement, and work closely with the Manager of Site Implementation, Integration and Implementation Leads, Equity and Engagement team, and the Implementation team at the YWHO PO. The Implementation Specialist will also collaborate across all teams (Knowledge Mobilization, Evaluation, Equity, and Research). The Implementation Specialist, Indigenous Wellness Initiatives will play a key role in supporting deliverables of an Integrated Youth Services (IYS) delivery model within local YWHO networks. The Implementation Specialist will also provide guidance and coaching to support collaborative approaches to apply a health equity lens to implementation models, content expertise and evidence-based tools and practices with internal staff, external organizations, and other partners.

The successful candidate will be required to bring specific capacities and expertise in the areas of youth and family engagement, service provider engagement, co-development, coaching, and systems change within Indigenous communities, along with applied knowledge of implementation science, quality improvement, and change management practices. The successful candidate will also have a strong background in anti-oppressive and anti-racist practice, excellent knowledge of equity frameworks and tools, and significant experience supporting others to identify, prioritize, and develop equity-focused actions that advance meaningful and sustained change. The Implementation Specialist supports the active involvement of Indigenous communities and service providers in all stages of implementation, providing tailored and contextualized support at an agency and system level.

Postdoctoral Research Scholar position available in the Laboratory of Alcohol and Addictions Neuroscience in the Department of Psychiatry and Behavioral Neurosciences within the Morsani College of Medicine at the University of South Florida in Tampa, FL. 

The successful candidate will join a multidisciplinary internationally-recognized research program to participate in NIH-funded, translational alcohol abuse disorder neuroscience research. The postdoctoral candidate will receive the theoretical and technical training to engage in preclinical experimentation that integrates behavioral animal models (encompassing motivational, negative affective and cognitive control domains) with state-of-the-art neuroscientific techniques, from gene to behavior, to elucidate neuroadaptations in limbic and cortical systems that promote maladaptive behavioral regulation in alcohol use disorder and neuropsychiatric disorders. The Department of Psychiatry at The University of Iowa Health Care is seeking a Research Associate to serve as a Project Evaluator and member of the UI Addiction and Recovery Collaborative (UI ARC) team.  This position supports funded projects involving substance use and addiction through the development and implementation of comprehensive evaluation plans.  The Project Evaluator will conduct project management activities to ensure program operations, activities, and services align with the research and service grant goals and objectives. "Improving outcomes for people with problem substance use and poor mental health: Co-designing psychological treatment delivered inside Virtual Reality nature"

The gap in treatment for poor mental health (MH) in people with problem substance use (PSU), including cannabis, cocaine and alcohol is substantial and disturbing. How can we deliver psychological treatment, which is key to reducing substance use and cravings, while at the same time, improve MH?

Integrating psychological treatment for PSU and MH could reduce substance use and cravings while at the same time, improve MH. Being in nature (real or virtual) helps people relax, de-stress and improve mood, but is currently under-used during treatment. Digital technology can improve access to treatment by removing barriers to traditional in-person treatment.

We aim to develop an intervention so that practitioners deliver psychological treatment inside Virtual Reality nature (VRn) to groups of people with PSU who can who access it at home anonymously (using an avatar) via the Internet using a head-mounted device.

In this project, we will:

  • Run co-design workshops to adapt a subset of SMART Recovery's mutual aid, peer support psychological treatment so that its activities can be delivered inside VRn.
  • Co-produce VRn to deliver the adapted psychological treatment and a Manual to go with it.
  • Have practitioners and people with PSU test the adapted psychological treatment delivered inside VRn in order to find out if it is safe, feasible, accessible, acceptable and improves mood and reduces anxiety.

Dr Joe Muriuki Foundation has started communty based rehabilitation programs in different parts of our country.

We have started 4 centers in different churches where we bring together on weekly bases men and women in drugs and alcohol abuse for counseling, community based rehabilitation and shares a meal. These centers are

  1. Hope Beyond Center in Ndumberi. This was the first program that we started in August 2024. It brings together 70-90 people every week on Wednesday from 2.00pm
  2. Redeemed Gospel Church Center at Githurai is now seven months old and it brings together 120-150 people every week on Wednesday from noon.
  3. Calvary Church Center at Mastore in Juja. This center is six months old and brings together 60-70 people every week on Tuesday from noon
  4. Prayer center International at Kiserian. This is four month old. It brings together 40-50 people every week from 10.00am. Kiserian is a highly populated area and the center is growing steadily.
  5. Every Thursday we have a center coordinators meeting, this is a one day capacity building forum for center managers and other key people in the centers.

We are looking for universities/ students that would wish to undertake internship in areas of alcohol and drugs addiction in an African country. Our programs will offer good environment for further studies and practice as well as research.

We are also open for groups and individuals that are seeking opportunities to volunteer their skills and time as we impact societies.

Responsibilities and Accountabilities

Knowledge Integration & Translation

  • Synthesize complex research findings into practical, municipal-ready products such as policy briefs, toolkits, reports, presentations, and decision-support resources
  • Translate evidence into actionable guidance that supports municipal leadership, staff, and partners in planning and service delivery
  • Ensure knowledge products are accessible, trauma-informed, culturally safe, and stigma-reducing

The Mental Health Research Incubator was launched in 2020 with the aim of building capacity in mental health and addiction research.   The Programmes Manager will report to Dr Kate Saunders and will have responsibility for managing and delivering a range of professional development programmes across the UK.

The post is funded to 31 March 2027 and is based in the Department of Psychiatry at the Warneford Hospital. The post is part-time (80% FTE) available on a flexible hybrid basis, minimum on site working 2 days.    

You will independently scope, plan and manage the delivery of professional development programmes and activities, ensuring they meet their aims and objectives within agreed timelines and budgets. You will co‑lead the Incubator team day to day, providing direction, assigning responsibilities and ensuring effective resourcing, while also line managing a staff member through setting objectives, coaching, mentoring and performance reviews.
You will build and maintain effective relationships with internal stakeholders, third‑party suppliers and external partners, acting as a key contact for programme‑related matters, including senior stakeholders such as funders and national partners. You will ensure robust evaluation of programme activities and events, analysing feedback and insights to assess impact, document lessons learned and make recommendations for improvements.
You will manage the Incubator budgets, ensuring cost control and accurate tracking of expenditure in line with University and funder policies. You will plan, deliver and facilitate in‑person and virtual workshops, meetings and events, including residential events and conferences, and ensure effective and engaging promotion of opportunities. You will support the senior academic lead and steering group with reviewing impact, making future plans including work on equality, diversity and inclusion, and contributing to income generation through developing proposals and writing bids.

We are looking for a highly motivated and technically-capable research nurse, with substantial experience in venepuncture and cannulation, to join a ground-breaking research project on the effects of the psychedelic drug DMT. There has been a great deal of recent research (and public) interest in psychedelic drugs as therapeutic tools in psychiatry. Despite promising initial findings, there is a surprising lack of mechanism-focused, well-powered research in this field; a gap that this project will fulfil. We have received funding from the Wellcome Trust to conduct an ambitious study comparing DMT to other drugs in to understand how it affects cognition and behaviour in the short and long-term and how these effects might help reduce excessive alcohol consumption. The study combines neuroimaging (fMRI and EEG) with drug administration, behavioural and cognitive analyses, plus qualitative interviews, to provide a complete picture of the effects of DMT in heavy drinking and understand mechanisms and predictors of beneficial outcomes.

The post holder will be primarily involved in the screening and dosing of participants in the study, as an such should confident in participant-facing roles and highly experienced and proficient in cannulation. This role will be particularly suited to clinical practitioners who wish to be involved in cutting-edge research on psychedelics in mental health and gain direct experience in running complex, world-class research. If the findings from the project are positive, we aim to pursue clinical trials to develop addiction treatments based on the protocols we will test here. The position will therefore be ideal for clinicians with an interest in mental health research.

The salary is £45,103 per annum and the post is offered on a Part-Time basis at 0.6FTE, 3 days per week and is available from January 2026 until April 2026 in the first instance, with the possibility of extending further. The successful candidate must therefore be available to start immediately (end of January 2026).

This role does not meet the eligibility requirements for a Skilled Worker Visa certificate of sponsorship under UK Visas and Immigration legislation. Therefore, UCL will not be able to sponsor individuals who require right to work in the UK to carry out this role.

Job Description

The Department of Health Care Policy (HCP) is a dynamic, data-driven research environment that brings together economists, statisticians, physicians, and health services researchers focused on improving health and health care delivery through comprehensive policy research and education. Under the direction of Professor Haiden Huskamp, a health economist and health policy researcher and the Henry J. Kaiser Professor of Health Care Policy, the Research Assistant will help coordinate the daily operations of research projects in the field of health policy, including topics related to the health and economic effects of policies governing mental health and substance use disorder treatment and prescription drugs. Current projects are focused on the role of telemedicine in mental health and addiction care; factors influencing the low rates of use of medications that treat alcohol use disorder and opioid use disorder; and the impacts of changes in provider payment policies on access to mental health and addiction treatment services, quality of care, and spending.  

The primary task for the Research Assistant will be to use statistical software to work with large data sets, including insurance claims datasets. This work will involve creating and managing data files that can be analyzed and conducting statistical analyses under the supervision of Dr. Huskamp. The Research Assistant is expected to have strong critical thinking and excellent writing skills to assist with drafting and preparation of manuscripts, presentations, and grant proposals. The Research Assistant will participate in team meetings and is expected to have strong verbal and written communication skills in conveying and discussing the methods and analyses with faculty collaborators and other team members. The Research Assistant will also conduct research tasks such as literature reviews. About the role

It is primarily based in the Health Service & Population Research (HSPR) Department, part of the School of Mental Health and Psychological Sciences, at the IoPPN.

The successful candidate is expected to bring a portfolio of world-class research in a field of psychiatry relevant to HSPR, the IoPPN, and SLAM. Areas of particular interest to the Department include community psychiatry and youth mental health, but other areas will be considered for the right candidate. The successful candidate will have an international reputation in their field and have an established research programme, a track record of publications, grant income and research impact, and potential for significant future grant income. They will be expected to develop, support and foster a research team of mid and early career research staff and students and establish collaborations across the IoPPN and KCL and with clinical services within SLAM and the wider King’s Health Partners (KHP) community.
