استفاده از مواد مخدر همچنان به نمایندگی از یک مشکل قابل توجهی در آمریکا، و یکی که سیاست گذاران در بالاترین سطوح به چالش می بکشد. کمیسیون بین آمریکایی کنترل سوء مصرف مواد مخدر (شناخته شده توسط زبان اسپانیایی آن، CICAD)، از سازمان کشورهای آمریکایی (OAS)، به عنوان مجمع برجسته نیمه غربی برای بحث سیاست و همکاری های همیسفرانه در مواد مخدر عمل می کند. همراه با مسئولیت های دیگر، دبیرخانه اجرایی CICAD با ارائه تصویری مبتنی بر شواهد از مشکل مواد مخدر، چه در سطح ملی و چه در سطح همسفر، از کشورهای عضو حمایت می کند تا کشورهای عضو بتوانند سیاست ها و برنامه هایی را برای رسیدگی به این مشکل طراحی و اجرا کنند.
