Amr Osman

Amr Osman is assistant Minister of Social Solidarity and Manager of the National Fund for Drug Control and Treatment of Addiction. He is part-time expert at the League of Arab States to preparing the Arab strategy for protecting youth from drugs. Osman is supervisor of the (Two children is enough) project which aims to raise awareness on family planning and reproductive health , and also supervisor of the National Project for Maintaining the Entity of the Egyptian Family (Mawaddah. He is Board member of the College of Graduate Studies for Statistical Research and member of the Board of Directors of the Psychological Support Center in Cairo University. Osman is establishing an integrated system to monitor and manage the quality of the treatment centers affiliated and partnered with the National Fund (26 treatment centers), which were (9 treatment centers). He is chairman of the Scientific Committee for introducing the first specialized professional diploma to reduce the demand on drugs and representative of the Middle East and North Africa Region, WHO Expert Committee on Tobacco Control.

Osman is member of the National Council for Mental Health. He is member of the Board of Directors of the General Authority of Cultural Palaces and member of the Supreme Council of Trustees in the Ministry of Education, also Osman is member of the National AIDS Committee.

Abstract

The Role of Fund for Drug Control and Treatment of Addiction (FDCTA) in drug demand reduction in Egypt 2015-2021

This presentation gives insight into the recent and current Best Practices of Egypt's Experience in Countering Drugs Problem, From Prevention to Recovery, through its main national mechanism of drug demand reduction; (FDCTA). FDCTA’s work is concentered on many topics in dealing with drug abuse problem in Egypt. As FDCTA strives to create a healthy, drug-free society, whose members have awareness, knowledge and life skills that enable them to face the temptations and dangers of drugs through its scientific evidence-based preventive programmes. FDCTA provides free and confidential high-quality treatment services available fairly with no discrimination to victims of drug abuse disorders. Special emphasis was given to develop different components of treatment, rehabilitation and reintegration services; that comply with both human rights and good clinical practices, considering UNODC’s criteria as the main guideline in that matter. FDCTA has developed smart procedures to enhance sustained recovery of these Patients and to ensure their social reintegration with the community’s support. FDCTA also has developed Egyptian national policies and unique approach to tackle this problem, which is evidence based, documented and evaluated though all stages. In this presentation all the achievements of FDCTA’s experience in the last seven years are shown clearly with accurate and evidence-based data.
