The 4th ISSUP Peru Annual Conference, held on September 24 and 25 at the Pontifical Catholic University of Peru, brought together perspectives from public health, prevention, treatment, and security to address the challenges associated with substance use.
The program focused particularly on public policies regarding promotion, prevention, and recovery for individuals affected by substance use, as well as on improving service quality in accordance with established standards. It also featured a panel on the available evidence regarding New Psychoactive Substances (such as "Tucibi," fentanyl, and ketamine), with experts from the National Commission for Development and Life without Drugs (DEVIDA) and the Information and Education Center for the Prevention of Drug Abuse (CEDRO).
An intersectoral approach was highlighted in the presentation on "Barrio Seguro" (Safe Neighborhood), a multisectoral intervention strategy introduced by the Ministry of the Interior. Subsequently, a representative from the Ministry of Justice's National Juvenile Centers Program addressed the link between drug use and criminal recidivism—a topic that requires an understanding of various risk factors.
The conference also provided a space to reflect on the role of spirituality and faith in rehabilitation processes, featuring the participation of national and regional experts. As part of the event, CICAD/OAS conducted a training session titled "A Faith-Based Response to Drugs and the Criminal Recruitment of Youth."
At ISSUP Peru, we continue to foster cross-sector dialogue and knowledge exchange to strengthen comprehensive, evidence-informed responses.
