تسعى جمعية ISSUP أن تلعب دورا فريدا في مجال الوقاية و العلاج من تعاطي المخدرات بأن تصبح مركز تنسيق للمعلومات المتعلقة بعالم الوقاية والعلاج.

ولم يكن من الممكن إنشائها، ولن يتسنى لها الاضطلاع بدورها واستدامتها إلا من خلال التعاون والدعم من جانب الوكالات الدولية الرئيسية العاملة في مجال المخدرات.  وعلى وجه الخصوص، قد تمكنت جمعية ISSUP من تنفيذ أنشطتها بالتشاور مع مكتب الأمم المتحدة معني بالمخدرات والجريمة (UNODC)،منظمة الصحة العالمية (WHO)، منظمة الولايات الأمريكية  (OAS)، و الإتحاد الأفريقي.  وقد أصبحت هذه المنظمات الآن مراقبين دوليين لمجلس إدارة جمعية  ISSUP.

كما قامت وكالات إقليمية ووطنية رئيسية أخرى بدور هام في دعم إنشاء جمعية ISSUP. وتشمل هذه المراكز المركز الأوروبي لرصد المخدرات (EMCDDA)، و المركز الكندي لتعاطي المخدرات(CCSA)، وجمعية أبحاث الوقاية(SPR)،والجمعية الأوروبية لأبحاث الوقاية (EUSPR)، والمنظمة الدولية لعلوم الوقاية التطبيقية.(APSI).

و من المؤسسات الأساسية التي ساهمت في تأسيس و تطوير جمعية  ISSUP هي خطة كولومبو و برنامجها الإستشاري للمخدرات(DAP) ومكتب وزارة الخارجية الأميركية للشؤون الدولية في مجال المخدرات و إنفاذ القانون (INL)، حيث كانت المصدر والممول الرئيسي للمبادرة.
