Dr. Gabriel Rossi Gonnet

Dr. Gabriel Rossi Gonnet, a distinguished child and adolescent psychiatrist who dedicated much of his professional life to advancing the treatment of substance use disorders and strengthening drug policy in Uruguay and across Latin America.

Dr. Rossi was a Doctor of Medicine and a specialist in Child and Adolescent Psychiatry from the Universidad de la República in Uruguay. He was also an Expert in Drug Dependence from the Complutense University of Madrid and held a Master’s degree in Drug Dependence from the University of Deusto in Spain.

Throughout his career, he combined clinical practice, public service and international cooperation. He previously led the Treatment Area of Uruguay’s National Drug Secretariat and served as a consultant for the Colombo Plan Latin America and the United Nations Office on Drugs and Crime (UNODC). He also maintained his clinical practice in Montevideo, including at Centro Clínico del Sur and the British Hospital.

Since 2025, Gabriel Rossi served as Secretary General of Uruguay’s National Drug Secretariat, contributing his extensive experience to the development and implementation of national drug policies.

A valued contributor to the wider substance use professional community, including ISSUP, he generously shared his knowledge and expertise in the field.

ISSUP honours Dr. Gabriel Rossi Gonnet for his dedication and contributions to the substance use field. His commitment to improving substance use approaches and strengthening professional practice and advancing drug policy leaves a lasting legacy in Uruguay and beyond.
