Treatment, care, and accountability are viable Alternatives to Incarceration (ATI) that can reduce drug use and crime. This webinar series is designed to help countries and professionals understand ATI and develop an interest in its implementation.
ATI Basics is a four part webinar series designed to provide a foundation in the following areas:
1. Why ATI
2. What is ATI
3. SUD Treatment for Individuals Involved in the Justice System
4. Models of ATI
Each webinar will be followed by a Network Discussion with the experts and colleagues. Details about the discussion will be conveyed during the ISSUP webinar, as well as on ICATI LinkedIn and website. Spanish and English interpretation will be available.
Intended audience:
Justice (law enforcement, prosecutors, defense counsel, magistrates, judges, probation, parole, corrections), health (medical, substance use treatment, mental health, pharmacology), community service/non-governmental organisations, government representatives, international agencies, implementation sites, and professionals who are interested in developing ATI initiatives are invited to participate.
Learning outcomes:
As a result of participating in this webinar, participants will
- Gain an understanding of how treatment, care, and accountability are more effective in reducing crime and drug use where substance use is an underlying cause of involvement with the justice system.
- Learn why justice, health, and community system partnerships make the best use of each system’s strengths and resources.
- Develop an interest in planning, implementing, and evaluating ATI initiatives in their own countries.
Presenters:
Michele Worobiec - Global Lead, International Consortium for Alternatives to Incarceration (ICATI)
Michele Worobiec is a recognized international expert who works to make communities safe and healthy through policy, legislation, multi system-based strategies, and best practices. Michele served as Magistrate/Acting Judge and Ohio Supreme Court Policy Counsel. Her executive leadership includes VP/Chief Counsel of TASC, President of NAMSDL (legislative, policy), Division Director of the Foundation for Drug Policy Solutions, and Founder/CEO of Silta Strategy (consulting, legal services). Michele Worobiec is a Global Expert and Co-Author of the international courses on Alternatives to Incarceration for Policy Leaders (UTC 81) and Case Care Management (UTC 82). Michele now leads the newly formed International Consortium for Alternatives to Incarceration (ICATI).
Anja Busse - Program Officer, Prevention, Treatment and Rehabilitation Section, UNODC
Since 2005 Anja Busse is working at the Prevention, Treatment and Rehabilitation Section of UNODC and currently coordinates global projects on drug use disorder treatment and care. The global projects support UN Member States in their efforts to improve accessibility and quality of treatment and care services. Anja has been involved in the development and dissemination of technical guidance documents such as the UNODC-WHO International Standards for the Treatment of Drug Use Disorders (2020) or the UNODC-WHO Handbook on Treatment and Care for People with Drug use Disorders in Contact with the Criminal Justice System (2019) as well as the oversight of project implementation in more than 25 countries around the world. She is a Psychology graduate (University of Berlin, Germany) with a Master's in Public Health (Medical School Hanover, Germany) and has been trained on Family Therapy.
Mariano Montenegro - Director, Chile Office, The Colombo Plan
Dr. Mariano Montenegro is a medical doctor and psychiatrist of University of Chile with an MSc in Substance Addiction (University Miguel Hernández Alicante, Valencia España y OEA/CICAD), and more than 29 years of experience in public policy and training in demand reduction, as well as clinical treatment of people with problems of drug use. He is currently Director of the Colombo Plan office for Latin America and the Caribbean and external trainer for the United Nations Office for Drugs and Crime in Vienna (UNODC), working as a trainer for policymakers in Latin America on demand reduction.
Antonio Lomba - Chief, Institutional Strengthening Unit. Executive Secretariat, (CICAD/OAS)
Mr. Lomba has 28 years of international experience working with different institutions in the areas of public policy, judicial reform, alternatives to incarceration, institutional development, implementation of national drug strategies, higher education, and capacity-building programs. He also has hands-on experience designing, executing, and evaluating international projects, publications, and trainings. Additionally, Mr. Lomba has extensive experience collaborating with international organizations such as the European Commission, the Inter-American Development Bank, and the World Bank. In this context, he has traveled and worked across Latin America and the Caribbean, EU member states, non-EU Eastern European nations, Uganda, and the Democratic Republic of Congo.
