Over the past few years, the international organisations have produced a range of excellent evidence-based guidance and quality standards on drug (use disorder) treatment. But how do the funders, leaders and managers of drug treatment services put this guidance and standards into practice?

The International Consortium on Quality (ICQ) identified a gap in practical advice for managers on how to implement this guidance and standards. ICQ is therefore pleased to launch a ‘Management handbook’ to help fill this implementation gap.

This resource is designed to help leaders and managers transfer current technology on ‘what works’ and what is efficient and ethical management in drug treatment into practice. It enables managers to audit and improve their progress in meeting international key quality standards and improve their outcomes for patients and communities.

The Management Handbook was authored by Annette Dale-Perera with input from ICQ colleges and a group of drug treatment managers from around the globe. 

Presenter:

Rita Notarandrea

A strategic Senior Executive with over 38 years of leadership experience in the Canadian health care sector, and, more specifically, in both the MH and Substance Use and Addiction fields. Rita spent 21 years in the MH sector, 13 of which included operating a Psychiatric Hospital; and 16 years in the substance use and addiction sector.

Before retiring, Rita was CEO of CCSA for 8 years - Canada’s only national organization with a legislated mandate to address SU and Addiction -, established over 35 years ago. This role led to activities with accreditation bodies in Canada to improve the care and health outcomes of people who use drugs and to collaborative initiatives with International Organizations and partners including UNODC, WHO, INL, CICAD and EUDA ( previously EMCDDA). All of this latter work focused mainly on improving quality in substance use disorders treatment through the development of international, evidence-informed, quality standards and mechanisms; and on improving health outcomes for people who use alcohol and other drugs by improving the quality of services and supports they want and need.

Currently, Rita is the Global Lead for ICQ (International Consortium for Quality in Substance Use Disorders Treatment), an initiative of the Colombo Plan.  

Annette Dale-Perera

Annette has worked in the area of substance use disorder (SUD) for over 40 years. She is currently CEO of Naufar treatment centre in Qatar and Director of a management consultancy company specialising in working with International Organisations on SUD treatment and prevention. She has contributed to key international documents and projects on drug use disorder treatment system and services standards for UNODC, WHO, Colombo Plan, the European Monitoring Centre of Drugs and Drug Abuse, and has worked with over 20 countries on implementing quality standards and providing training. Previously she was a UK government advisor on the Advisory Council on the Misuse of Drugs, a Strategic Director of Central North West London NHS Trust with responsibility for Addiction and Offender Healthcare Directorates, and was an Executive Director of Quality at the National Treatment Agency for Substance Misuse. Her background is in psychology and she started her career in residential rehabilitation services and community drug services in the 1980’s.
