Ma. Veronica Felipe, is a state-registered psychologist and Global Master Trainer in substance use disorder treatment and prevention. From 2015 to 2019, she served as Director and Senior Advisor of the Colombo Plan Drug Advisory Programme (DAP), overseeing a portfolio of 120 international projects across Asia and Africa. She has led over 30 Universal Treatment Curriculum (UTC) trainings globally. 

With a strong academic background, Veronica previously held leadership roles at Pamantasan ng Lungsod ng Maynila, including Dean of Student Affairs and Chair of the Psychology Department. She began her work in addiction treatment in 1999 with the Life Management Foundation and continues to support capacity building and psychosocial outreach. She holds a Master’s in Clinical Psychology and has pursued doctoral studies in Educational Psychology.

Access to evidence-based practices (EBP) in substance use prevention and treatment programs remains a challenge despite systematic efforts toward dissemination. The delay in the integration of EBP results in costly and substandard quality of care. A key to promoting its uptake is to understand the determinants that influence the implementation of addiction programs.
