New Psychoactive Substances (NPS) are substances not controlled under the 1961 or 1971 UN Drug Conventions, but which may pose significant public health risks. These include synthetic cannabinoids, synthetic cathinones, phenethylamines, and other designer drugs developed to mimic the effects of controlled substances while evading legal restrictions. NPS are often marketed as “legal highs” but can be highly unpredictable in potency, purity, and effect.
