Managing Substance Use Disorder Treatment Services in Line with Major International Quality Standards: A Guide for Managers.

Over the past few years, international organizations have issued a wide range of high-quality, evidence-based guidelines and standards in the treatment of substance use disorders. But the question remains: How can funders, leaders, and drug treatment service managers turn these guidelines and standards into practice?

The International Consortium for Quality (ICQ) has identified a gap in practical guidance for managers on how to apply these guidelines and standards. With this in mind, ICQ is pleased to launch the "Management Guide" to help bridge this application gap.

This resource is designed to support leaders and managers in bringing current knowledge about "what works" and what constitutes effective and ethical management in the treatment of substance use disorders. It also enables managers to assess their progress in adhering to core international quality standards, and improve outcomes for patients and communities.

This management manual was developed by Annette Del-Pereira, with contributions from the International Quality Federation (ICQ) faculties and a group of drug treatment service managers from around the world.

Dr. Hamad Al Ghafri

H.E. Dr. Hamad Al Ghaferi is the Director General and Head of the World Health Organization (WHO) Collaborating Centre for the Prevention of Substance Use and Treatment of Substance Use Disorders (National Rehabilitation Centre – Abu Dhabi). He received his medical degree from the Faculty of Medicine at Jordan University of Science and Technology in 1999 and his Master's degree in Public Health from the Tulane School of Public Health and Tropical Medicine at Tulane University in the United States of America in 2002. He also received his PhD from the University of Aberdeen Medical School in the UK in 2013.

Dr. Hamad Al-Ghafri participates in several national and international bodies. He is the Chairman of the Supreme Committee for Treatment, Rehabilitation and Social Reintegration, and a member of the Board of Directors of the UAE Drug Control Council. He is also a member of the Advisory Board of the College of Medicine and Health Sciences at the United Arab Emirates University.

Dr. Sultan Al , Ibrahim

Dr. Sultan Al Ibrahim is a Consultant Psychiatrist at Novar Center, Qatar's national substance use disorder treatment agency. Dr. Al-Ibrahim specializes in the treatment of substance use disorders and associated mental disorders, based on extensive clinical experience gained from his work in Saudi Arabia, the United States of America and the State of Qatar. His experience extends beyond clinical practice, where he also holds a Master of Business Administration (MBA).

He played a pivotal role in leading the transition of the outpatient department to the recovery based care model adopted at Novar. He is currently the Interdisciplinary Leader of the Inpatient Unit and leads a number of innovative initiatives in the treatment of substance use disorders, including the Prison Alternatives Program and the Staff Assistance Program. Dr. Al-Ibrahim represents the Middle East region of the Global Recovery Network.
