ISSUP Convenes Initial Consultation with Mosque-Based Leaders to Strengthen Evidence-Informed Responses To Substance Use

On 11 June 2026, ISSUP hosted an initial consultation meeting bringing together representatives from the United Arab Emirates and Qatar National Chapters, alongside ISSUP staff, to explore opportunities for collaboration with mosque-based leaders in advancing evidence-informed responses to substance use. 

The meeting marked the beginning of a broader initiative aimed at strengthening engagement with mosque-based leaders, who are often among the most trusted and respected voices within their communities. Participants discussed the important role that faith and faith leaders can play in promoting healthy lifestyles, strengthening families, supporting vulnerable individuals, and fostering resilience at the community level. 

The consultation provided a valuable platform for participants to share experiences and examples of existing activities taking place within their countries. Examples included religious education programmes, family-focused initiatives, community lectures, and collaborations with prominent scholars who deliver public sessions during Ramadan. Participants also described how treatment services connect individuals with faith-based activities and how mosque platforms are used to raise awareness about substance use prevention, family support, and available treatment services. 

A significant part of the meeting focused on identifying expert leaders, institutions, and networks already engaged in, or interested in exploring, evidence-based prevention approaches. The importance of creating a network of leaders and organisations was recognised as a key priority moving forward. 

The group also explored a range of potential future activities, including: 

  • Workforce development and capacity-building opportunities 

  • Knowledge exchange and peer learning between countries 

  • Development and sharing of evidence-informed resources 

  • Webinars and learning events tailored to the needs of mosque-based leaders and faith communities 

Going forward, ISSUP will work with participants to expand engagement with mosque-based leaders, universities, ministries, organisations, and National Chapters across a wider range of countries. This growing network will provide opportunities to share resources, exchange experiences, identify promising practices, and support the workforce development culturally sensitive, evidence-informed faith-based initiatives. 

The meeting concluded with agreement to continue the dialogue and reconvene in August 2026 with a broader group of stakeholders. ISSUP looks forward to continuing this important dialogue and supporting the development of sustainable, community-based responses to substance use and related challenges.
