Ensuring Client-Centered Care in Addiction Treatment : Strategies & Best Practices in Indonesia

Abstract:
The problem of people with substance use disorders has become a global issue that requires immediate, multidimensional action.. Indonesia also experienced a similar situation, with the prevalence of drug abuse in 2023 reaching 1.73%.
A comprehensive rehabilitation strategy aims to restore people with substance use disorders and improve their recovery and quality of life.
Indonesia has utilized UNODC quality assurance tools as one of the reference to develop SNI 8807 concerning the provision of standardized rehabilitation services for substance users. SNI 8807 is also a refinement of rehabilitation standards already developed by relevant ministries/agencies. These refinements are mandated by the Ombudsman who called for a single standard to be adopted by all ministries/agencies.
The standard's implementation is based on the large number of rehabilitation institutions that have not met service standards in terms of facilities, unmet health and safety requirements, low staff competencies, non-evidence-based modalities. The implementation of SNI 8807 standard aims to provide high-quality rehabilitation services that meet security, safety, and health requirements for both providers and beneficiaries.
Rehabilitation institutions serving as the locus of standardization are provided with special guidance aimed at accelerating standard fulfillment. The guidance provided includes technical training and guidance, monitoring and evaluation to improve service delivery from a managerial, clinical, and spatial perspective.
Based on the standardization program, 367 institutions under the supervision of the National Narcotics Board (BNN), have met the standards with an implementation range of 80-100%. 133 institutions with 100% standard implementation and 234 institutions with ≤ 90% standard implementation. There has also been a significant increase in the quality of life and service satisfaction provided by these institutions. In conclusion, the implementation of SNI 8807 promotes not only a client-centered approach towards recovery, relapse prevention but also regulatory compliance and upholding public trust.
