The Relationship Between Quality of Specialist Treatment for Substance Use Disorders and Patient Outcomes: A Scoping Review of the Literature

This Discussion Paper, prepared by UNODC, aligns with key international policy frameworks, including Commission on Narcotic Drugs (CND) resolutions 59/4 and 64/3. These resolutions emphasise the development and dissemination of international standards for the treatment of drug use disorders, as well as the promotion of scientific, evidence-based, affordable, and high-quality approaches to drug prevention, treatment, sustained recovery, and related support services. The paper builds on these mandates to provide an in-depth overview of current knowledge and practice in the field of substance use disorder treatment.
The document presents the findings of a scoping review that systematically maps existing literature on treatment quality and patient outcomes. By collating and analysing this evidence, the paper offers valuable insights for policymakers, practitioners, and stakeholders, supporting informed decision-making and the improvement of care for people with drug use disorders. It is submitted as a Conference Room Paper for consideration and information at the sixty-sixth session of the Commission, contributing to ongoing efforts to enhance the effectiveness, accessibility, and ethical delivery of treatment services worldwide.
