Drug policy

Paraguay has the National Anti-Drug Secretariat (SENAD), as the national drug authority, which operates directly under the Office of the President of the Republic.

SENAD coordinates and organizes the areas of demand reduction, supply reduction, integral and sustainable alternative development programs, control measures, drug observatory and international cooperation, but not program evaluation.

Paraguay has a National Policy on Drugs (PND) for 2017 to 2022.

Paraguay has demand reduction policies that include programs in the areas of prevention, treatment and social integration. These programs incorporate human rights, intercultural, generational and gender approaches.

Treatment and Recovery Services

Paraguay has the following comprehensive and inclusive care, treatment, rehabilitation, recovery, and social integration programs and services in the public health care and/or social protection network:

  • various forms of early intervention,
  • crisis intervention,
  • treatment,
  • dual pathology (co-morbidity),
  • social integration, 
  • recovery support-related services.

 

As of 2019, Paraguay has not established or maintained cooperative relationships with governmental or non- governmental organizations that provide social and community support services with a gender perspective for the social integration of vulnerable populations.
