Toolkit on Stakeholder Engagement: Implementing the United Nations Convention against Transnational Organised Crime (UNTOC)

The UNODC has developed a Toolkit designed to strengthen the capacity of civil society, academia, and the private sector to support the implementation of the UN Convention against Transnational Organised Crime (UNTOC) and its Protocols.
The Toolkit aims to:

Equip non-governmental stakeholders with practical strategies to engage with governments and build partnerships with UNODC.

Facilitate knowledge-sharing, showcase promising practices, and provide useful resources for preventing and combating organized crime.

Highlight the importance of collaboration across sectors, recognising that lasting progress can only be achieved when all stakeholders are included.
The Toolkit is primarily aimed at CSOs (including NGOs, community and faith-based organisations), academia, and the private sector. It may also be valuable for policymakers, prosecutors, and law enforcement seeking to strengthen counter-organised crime strategies and better engage with non-governmental actors.
The Toolkit draws on the expertise of UNODC programmes as well as the experiences of stakeholders already engaged in crime prevention. It addresses crimes explicitly covered by UNTOC—such as trafficking in persons, migrant smuggling, and firearms trafficking—as well as emerging challenges like cybercrime, environmental crime, organ trafficking, piracy, and falsified medical products.
By providing practical guidance and entry points, the Toolkit empowers a wide range of actors to contribute more effectively to global efforts against organised crime.
