Thanks for sharing informations, despite having national and international organization with funding, still having the issue of drug addicts wondering in cities, I am not surprised, if I see these addicts in Pakistan, but surprised when I see the addicts in bad condition in Canada and US, which are well developed and financially strong.
As per my own experience of using my own resources of salary income, I am bear tracking and rehabilitating addicts successfully with post treatment follow up, it looks like in government sector the fund is not reaching the addicts with complete care, instead incurring cost is on logistic, NGOs salaries, conveyance, government offices.
I would suggest to directly invest the fund at Private Rehabilitation Center against drug addict listed there after verification
